The assesment of the process of implementation of ICT in the Canary Islands school system: ‘Technologies at the Service of People’ (TSP) Project

Abstract:

The Canary Islands is a region that, in the last decade, has undertaken and decidedly developed an educational policy aimed at incorporating ICT into the school system of the Archipelago. Over the years, two large-scale programs have been designed and implemented that have mobilized numerous resources both human and material intended to make digital technologies a reality in the centers and classrooms of the public non-university educational system of the Canary Islands: Proyecto Medusa , Such as the Clic-School Project 2.0. The TSP project continues in this strategic direction, emphasizing not only aspects of technological endowment, but also those involving the training of educational agents and the development of digital applications, environments and services for pedagogical purposes. The TSP project represents a remarkable economic investment (close to 12 million euros) which involves the mobilization and articulation of numerous actions and tasks on different fronts and by different actors.

In this sense, a complex plan or project, such as the TSP, needs to be properly managed and implemented through simultaneous verification, diagnosis and evaluation of the implementation process so that they can inform those responsible for the Project of those Positive or negative aspects that are occurring, and consequently make the necessary decisions for their improvement.

Our interest has been to study these phenomena simultaneously in different centers of both provinces of the Autonomous Community of the Canary Islands, aiming to answer, among others, questions such as: What effects and pedagogical and organizational impact has the presence of various digital technologies in the Classrooms and in the different spaces of the center? To what extent is the teaching methodology developed in the classroom and student learning changing? What impact does it have on the use of traditional textbooks and teaching materials? What visions and opinions do the teachers, management teams, families and students have on this project? Are there differences in these visions and teaching practices by provinces, by stages and levels of education as well as by subject?
